Use Case: Digitization and Process Optimization in Public Administration

As part of an extensive digitization project, we supported a public administration in modernizing its internal processes. The starting point was the structured collection and analysis of all internal requirements in close coordination with the involved departments. In the next step, the identified requirements were translated into BPMN 2.0 models and implemented in Camunda as a workflow engine to create standardized and transparent process flows.

Based on these models, a detailed technical concept and a specifications document for the later tendering process were developed. In parallel, an extensive market research was conducted on potential software solutions – both cloud-based SaaS offerings and on-premises options were systematically compared using evaluation matrices. Special attention was given to solutions in the areas of simulation, telematics, and GIS, which were of central importance to the specific requirements of the authority.

All options were carefully examined according to criteria such as IT security, data protection, and access management. In the process work, existing current-state processes were detailed, modeled, and then optimized future-state processes were designed. Additionally, a viable concept for digital master data management was developed, which will serve as the foundation for further digitization.

Throughout the entire project, we advised both the IT coordination team and the strategic project team on all aspects of digital transformation. The implemented measures included, among others, the implementation of a new dashboard to control logistical processes and the creation of a central Confluence page for clear and sustainable project documentation.
